About The Event

NCPC staff will hold a public meeting on the draft guidelines for Squares 378 and 379 on September 7 at 6:00 PM and on September 9 at 10:00 AM. Staff will present information and accept comments on the following items:

  • The process and timeline for developingĀ and commenting on the draft guidelines
  • The massing analysis asked for by the Commission at their June 2 meeting
  • An overview of the draft Square Guidelines

Background
Squares 378 and 379 on Pennsylvania Avenue are currently occupied by the J. Edgar Hoover Building – the home of the FBI Headquarters. In anticipation ofĀ the potential reuse or redevelopment of these squares, NCPC isĀ developing square guidelinesĀ to help inform the site’s redevelopment. Square guidelines typically focus on a building’s overall envelope, build-to-lines, general land use, and urban design guidance.

Development on Pennsylvania Avenue between 3rdĀ and 15thĀ Streets, NW is unique in that it is governed by the 1974 Pennsylvania Avenue Development Plan and Square Guidelines, in addition to local zoning. NCPC, the General Services Administration, and the National Park Service have authority to propose changes to the plan and develop these guidelines. Unlike other squares in this area, the plan does not include guidelines for Squares 378 and 379 because the Hoover Building was under construction during the plan’s development.

At previous public meetings held in April, NCPC received public input on what topics should be included in the square guidelines and input on general massing principles.Ā For more information about the Square Guidelines and past meeting materials please visitĀ http://www.ncpc.gov/project/fbisq/.
