The DowntownDC Business Improvement District (BID) is proud to present the 2025 State of Downtown Report, its 2025 State of Downtown Report. This annual publication offers data-driven insights and analysis on the performance of Downtown DC’s economic sectors throughout the past year, providing a clear look at both progress made and the challenges ahead.

In 2025, the “partly sunny, partly cloudy” outlook identified in last year’s report continues to shape Downtown DC’s trajectory. Shifts in the federal presence — long a defining force in the downtown economy — brought significant impacts across the district. At the same time, encouraging gains in public safety, cultural activity, and university investment signal renewed energy and optimism, while ongoing pressures including federal job losses, softer tourism, and uncertain market conditions continue to test the pace of recovery.
