PRESS RELEASE: BID Announces Deputy Executive Director Ellen Jones and Director of Administration Nabavi Oliver

WASHINGTON, D.C.– DowntownDC Business Improvement District (BID) President & Executive Director Neil Albert today announced executive staff changes for the organization in fiscal year 2018: The internal promotion of Ellen Jones to the role of Deputy Executive Director and the hire of Nabavi Oliver as Director of Administration.

Ellen Jones is the new Deputy Executive Director for the BID. She most recently served as the Director for Public Space Infrastructure at the BID. She began her tenure at the organization in transportation, managing the planning, implementation and marketing of the DC Circulator in collaboration with the city and other business improvement districts in 2003-2005. Jones began her professional career at the Federal Highway Administration in the Office of Management Systems and served as executive director of the Washington Area Bicyclist Association (WABA). Jones earned a Masters of Public Affairs from the LBJ School, University of Texas, and is a D.C. resident.

Nabavi Oliver, Esq. is the BID’s new Director of Administration, responsible for human resources and internal operations, corporate matters and board responsibilities. Nabavi joins the BID from EagleForce Associates, Incorporated, where he served as the Director of Business and Legal Operations. Among his significant previous positions, Nabavi worked for the District of Columbia in the Office of Contracting and Procurement, Department of Human Resources and the Executive Office of the Mayor. Previously, Nabavi practiced law at Dewey & LeBoeuf in New York, where he is still barred. Nabavi earned his J.D. from Barry University School of Law and a Bachelor’s of Science from Florida State University. He is a D.C. resident.

The BID’s recent Director of Public Space Operations, Kristi Whitfield, was nominated by Mayor Muriel Bowser on Oct. 16 to serve as Acting Director of the DC Department of Small and Local Business Development (DSBLD). Deputy Director of Operations David Pollard is serving as Acting Director of Public Space Operations.
