The DowntownDC Business Improvement District (BID) is seeking a landscape architect to design a signature element for use in landscaping the public space. This signature element will define, enliven, and beautify the public realm in the DowntownDC BID area.
Once installed, the signature element will be a noticeable and appealing addition to the public realm. It will identify the neighborhood and improve the experience of those passing through it. Additionally, it will have seasonality, providing a visible impact on the aesthetics of the DowntownDC BID area in all seasons.
This project will establish a signature landscaping element for public space throughout the area within the BID boundaries. Specifically, these boundaries are 16th Street to the west, North Capitol Street to the east, Constitution Avenue to the south, and Massachusetts Avenue to the north.
Scope of Work:
The selected firm will work with the BID to propose, refine, and select this new signature element for the DowntownDC BID area. The project will kick-off in February 2021 and should take no longer than six weeks to be completed. The proposed scope of work is detailed below.
TASK 1 – Research and Goal Setting
The selected firm will meet with the BID to gain a deeper understanding of the area, set agreed upon goals for the project, and finalize project timeline. They will also conduct a thorough review of the public realm in the DowntownDC BID area, inclusive of existing plantings, significant aesthetic features, and inspirational local character. These findings will be presented to the BID for feedback and input.
TASK 2 – Concept Development/Selection
A minimum of three potential concepts for a signature element will be presented to the BID for review. Proposed concepts will include details on cost and maintenance. Concepts will be sent at least two days in advance of a meeting with BID staff at which comments will be shared.
The selected consultant will use this feedback to arrive at a revised concept for review by the BID. A second round of input will occur, after which a final concept will be selected by all parties.
TASK 3 – Installation Oversight
Upon completion of the concept, the selected firm will provide assistance and expertise to the BID in the oversight of the appropriate selection and installation of all materials associated with the signature element.
BID staff conducts landscaping work throughout the BID area on a regular basis. Typically, seasonal plantings have relied on perennials where possible and included a variety of colorful plants to create lush vegetation. Plants used are typically heat and drought resistant. Designs will need to take into consideration and attempt to mitigate maintenance needs, particularly mulching, weeding, watering, and pest control.
