Who We Are

The DowntownDC BID is a private nonprofit organization that provides capital improvements, resources, and research that keep the DowntownDC BID area clean, safe, and economically and environmentally strong and accessible. The DowntownDC BID is a catalyst, facilitator, and thought leader in diversifying the economy, promoting public/private partnerships, and enhancing the downtown D.C. experience for all. This special area, where property owners have agreed to tax themselves to fund services, encompasses a 138-block area of approximately 520 properties from Massachusetts Avenue on the north to Constitution Avenue on the south, and from Louisiana Avenue on the east to 16th Street on the west.

Position Summary

The DowntownDC BID is looking for a mission-focused, seasoned, strategic, and process-minded leader who brings extensive nonprofit executive leadership experience and a demonstrated record of managing and enhancing the administration of a high-performing organization. The ideal candidate will be a creative problem-solver who thrives on identifying solutions and focusing on what’s possible while facilitating strong collaboration and communication across the BID.

The COO must be a leader who is able to help others at the BID deliver measurable, cost-effective results that make the BID vision a reality.

The successful COO will have the skills, sensitivity, and personal confidence to tap into the power that each member of the team brings to this mission. While it is essential that the COO brings efficient and effective systems to increase the productivity of the organization, it is also critical that the team retain the creative spark that drives the BID concept.


Reporting to the CEO, the COO will lead all internal operations and have the following responsibilities:

  • Serve as second-in-command to the CEO:
    • Work in partnership with the CEO, creating and executing the BID’s strategic future plan, and developing new processes and approaches to achieve goals.
  • Serve as the internal and external leader of the BID:
    • Develop and lead the execution of the annual operations plan and adherence to the organization’s spending plan and budget.
    • Maintain up-to-date knowledge of all federal, state, and local business and regulatory requirements and ensuring compliance.
    • Adhere to organization, federal, state, and local requirements, enforcing compliance and taking action when necessary.
    • Lead the performance management process that measures and evaluates progress against goals for the BID.
    • Identify downtown D.C. growth opportunities and priorities.
  • Finance, Technology, and Administration:
    • Cultivate the values of DowntownDC BID within the organization.
    • Instill a human capital development and “coaching” culture within the BID; upgrade administration functions, such as compensation and benefits, and performance evaluation.
    • Develop an accounting system that provides the organization with quick access to financial information and enables strategic budgeting.
    • Analyze the current technology infrastructure and scope out the next level of information technology and financial systems that support the growth of specific programs and the organization overall.
  • Oversee all operations daily and report directly to the CEO, ensuring all BID operations are smooth and efficient.
  • Maintain and build trusted relationships with peers and direct reports, key partners, and stakeholders.
  • Steps up to disagreements to test one’s ways of seeing and thinking with others and find common ground.

The successful candidate must believe in the core values of the BID and be driven by the mission. Beyond that, the BID is seeking a candidate wjp has proven experience in overseeing all operational and administrative functions and has demonstrated the ability to lead and build the capabilities of a driven, bright, diverse team.

The COO candidate will most likely have had management experience with a nonprofit organization. As noted, this is an organization driven by the values of the D.C. community, so experience in managing a “values-driven” organization will be highly prized. Additional requirements are:

  • Results-proven track record of exceeding goals and a bottom-line orientation; evidence of the ability to consistently make good decisions through a combination of analysis, wisdom, experience, and judgment; high level of business acumen, including successful management; the ability to balance the delivery of plans against the realities of a budget; and problem-solving, project management, and creative resourcefulness.
  • Strategic Vision and Agility: ability to think strategically, anticipate future consequences and trends, and incorporate them into the BID organizational plan.
  • Leadership and Organization: exceptional capacity for managing and leading people; a team builder who has experience in scaling up organizations; ability to connect staff both on an individual level and in large groups; capacity to enforce accountability, develop and empower top-notch leaders from the bottom up, lead from the top down, cultivate a cooperative environment, and learn the strengths and weaknesses of the team to put people in positions to succeed.
  • Action-Oriented: enjoys working hard and looking for challenges; able to act and react as necessary, even if limited information is available; not afraid to take charge of a situation; can overcome resistance to leadership and take unpopular stands when necessary.
  • General Management: thorough understanding of finance and systems; broad experience with the full range of the BID operations functions and procedures, including strategic development and planning, budgeting, business analysis, finance, information systems, and marketing.
  • Solid Educational Background: undergraduate degree required, MBA or similar advanced degree highly desired.
