Economic Development

Economic Development programs support economic growth and diversification in the Downtown by:

  1. Collecting and disseminating commercially available research on various markets;
  2. Conducting in-depth research on selected Downtown trends and markets;
  3. Supporting projects through sharing information and convening meetings of various industry groups in the BID, facilitating discussion for a framework for action with the DC government and other stakeholders; and
  4. Periodic reviews of the original and supplemental Downtown Action Agendas.

Information Collection, Research, and Dissemination

Economic Development collects information from a variety of publications, periodicals, consultants and researchers hired for a variety of projects. In particular, we contract with Smith Travel for hotel information and for residential information from Delta Associates. Original research is conducted on annual, biannual and case-by-case basis. The Department conducts an annual survey of the BID's retail space and oversees biannual research on:

BID employment (in even years) by the Center for Regional Analysis and George Mason University; and the Downtown BID's net tax contribution to the DC General Fund (in odd years) by Economics Research Associates. Currently, Delta Associates is completing an overall DC Office Market Study funded in partnership with the DC government.

Economic Development works in coordination with Marketing to disseminate publications and data through a wide array of media - print, web-based, electronic and news and institutional communications outlets.

Major projects of particular emphasis for the Economic Development Program include:

  • New, updated Downtown Action Agenda
  • Old Convention Center site
  • Proposed convention Headquarters Hotel
  • Mount Vernon Triangle Community Improvement District
  • Downtown Retail Tax Increment Funding --creating a critical mass of high quality shoppers' goods retail (fashion apparel and accessories, and home furnishings); and
  • Downtown Housing, including affordable housing and inclusionary zoning
