DowntownDC BID Names Public Space Management Director

First District Commander David Kamperin Assumes the Helm

WASHINGTON, DC – The DowntownDC Business Improvement District (BID) is pleased to announce the appointment of David K. Kamperin to the newly created position of director of public space management. Mr. Kamperin comes to the DowntownDC BID from the District’s Metropolitan Police Department (MPD), where he most recently served as Commander of the First Patrol District.

“He will be a tremendous asset to our organization,” said Richard H. Bradley, the BID’s executive director. “Kamperin has worked closely with us on strategic problem solving, outreach opportunities and coordinated approaches to address crime and quality of life issues in Downtown. His outstanding leadership, vision and knowledge will enable us to fulfill an aggressive agenda focused on public space management goals.”

As First District Commander, Kamperin had oversight of the largest and most diverse area within the District of Columbia, incorporating public housing, the downtown business and commercial district, all professional sport venues, federal agencies, two military bases, the Smithsonian museums, Capitol Hill and the White House.

In 26-years of service, he worked in a variety of MPD areas, including the Homeland Security and Special Operations Division; re-engineered the policy and training programs for the Department; and coordinated recruiting and deploying more than 3,000 law enforcement officers to assist with the 55th Presidential Inauguration. Mr. Kamperin worked in four of the city’s seven police districts.

In Downtown, he provided stellar leadership on the DowntownDC BID’s Safety Alliance Council, consisting of members of the safety community who join with property managers to confer about personal safety and auto, office and nuisance crimes. His First Patrol District also oversees several Downtown activities, including the Chinatown-Gallery Place Security Detail, a 10-officer patrol created in 2009 along the 7th Street corridor near Gallery Place and the Verizon Center.

Working with the BID and its partners, the First Patrol District fought crime and provided a safe place for people to visit and enjoy themselves in Downtown. As a result, the average crime per day stood at 3.2 in 2010, down from 7.4 in 1999.

In his new position with the DowntownDC BID, Kamperin will oversee initiatives that involve security, including emergency management processes, property management coordination and safety and inspection. He will join the BID on Monday, May 23.
