David Kamperin is the Director of Public Space Management at the DowntownDC Business Improvement District (BID). In this newly created position, he oversees initiatives involving security and emergency management, property management coordination, safety and inspection, traffic control, and vending enforcement.

Formerly the Metropolitan Police Department’s (MPD) First Patrol District Commander, David partnered with the BID while at MPD, providing stellar leadership on the BID’s Safety Alliance Council, consisting of safety community members and property managers, who confer about personal safety, crime, disorder and security related issues. As First District Commander, he oversaw the largest and most diverse area within DC, incorporating public housing, the downtown business and commercial district, all professional sport venues, federal agencies, two military bases, the Smithsonian museums, Capitol Hill and the White House.

David served 26 years with the MPD, where he worked in several areas, including the Homeland Security and Special Operations Division, and in four of the city’s seven police districts. He received many awards and commendations, including MPD’s Achievement, Meritorious Service and Unit citations, was recognized by the community and his peers as Manager of the Year in the First Patrol District and received a Certificate of Appreciation from the Executive Office of the President of the United States.

David has a bachelor's degree from the University of Maryland, a certificate of public management from George Washington University, and has received specialized executive law enforcement training from a variety of agencies, including the FBI's Law Enforcement Executive Development Academy and the Police Executive Research Forum.
